NI Funding crisis - What exactly is going on at Stormont?

Has all the talk of a funding crisis gone away? We were being told the welfare reform stalemate meant a massive black hole was going to open up in Stormont's funding A budget bill will be tabled at the Assembly today. It's been called a fantasy budget - it's based on the assumption that the parties will agree a way forward on welfare reform.
