Benefits turned into loans for young people. Is that fair?

If you're young and unemployed you should be forced to repay your benefits when you get a job. That's the suggestion from an influential group of Conservative MPs. They say the proposal to pay benefits as a loan would give young people "an additional incentive to find work rather than allow the debt to build up". The Tory Mps say this will bring the welfare state back to how it was originally meant to work. That is, you only get out what you have paid in.
