The investigation into the death of Ramon Estrada, an inmate who didn’t get dialysis treatment before he died, has corrections officials explaining why some inmates are treated in-house instead of at a hospital. They say Curtis Allgier shot and killed a corrections officer at University Hospital while trying to escape custody, which prompted them to change how inmates are seen by doctors.
