Drugged driving on the rise while drunk driving declines in the north: RCMP

We had RCMP Staff Sgt. Pat McTiernan in studio this morning with some revelations on Driving Under the Influence. RCMP stats say that, while fewer people are getting in their cars to drive drunk, the number of people on drugs behind the wheel is on the rise.
