Flooded Boundaries

Imagine living next door to the "Flood and Fido Family," who transform their yard into a swamp with twice-daily, 40-minute watering sessions, all to keep their out-of-state turf alive.  Their five untrained dogs bark incessantly, tear down the shared fence, and turn the neighbor's yard into their personal bathroom.  Attempts at communication are met with shrugs and justifications.
