Why Isn't It Industry Standard?

Every form of travel today, especially when crossing borders, the checks, scrutiny, questions and in some countries, bio scans are unlimitless. So why, in yachting, are crew being hired onto multi millionaire dollar yachts, interacting with UHNWI's families, children, and confined to small spaces with numerous other crew, is no Criminal Record Check mandatory? Is it oversight or is the safety onboard too costly for crew recruitment companies and yacht management companies to pay attention?
