What would need to happen for the Secretary of State to call a border poll?

There's been increasingly intense debate about the timing of a border poll.

Surveys have shown growing support for Irish unity, and Sinn Fein wants one as soon as possible after Brexit. 

Under the Northern Ireland Act, it's up the Secretary of State to decide if and when a referendum will be called.

But what criteria would the NIO use to to make this decision? Opinion polls? Election results?
