Not homeless, just no money - is it okay to be a professional beggar?

A man in Liverpool has divided opinion after he revealed he's a professional beggar - not homeless, just skint. He claims that he started doing it when he was homeless but now has a roof over his head and referred to it being like a job.

Is he within his rights to get money in this way, or is he taking advantage of people's generosity?
