Heatwave or not – is it appropriate for the Nolan team to wear shorts at work?

Stephen walked into the office and he was shocked to find two members of the team were kitted out in shorts.  

They say it's because it's too warm. The poor things are struggling in the heat, need to air their legs. 

So should employers cut staff a little slack during a heatwave in terms of what they wear to the office?
