Why white-collar criminals are having a great time in Tihar Jail?

The Economic Times reports that the jailed directors of Unitech Ltd., who are guilty of cheating thousands of home buyers, have been having a great time at the Tihar Jail. These Unitech directors, though in jail, have been leading a luxurious life. An inspection of the jail conducted by an Additional Sessions Judge, on the directions of the High Court, upon a complaint filed by 25 jail inmates of Tihar, found that these white collar criminals were indeed having a good time at the supposedly notorious jail. They were found enjoying amenities/privileges, far beyond the limits laid down in the jail rules manual. How is it that these offenders are having such a gala time in Tihar Jail?
