Over 75s could lose their free TV licence should the BBC foot the bill?

The BBC has announced a consultation on licence fee for those over 75. Currently the licence is free and the cost is covered by the government but that will stop in 2020. Some options being considered is increasing the age to 80, a discounted fee or means testing. Should those over 75 be entitled to a free TV licence? Commentators Phil Kelly and Lembit Opik debate.
