Finance Minister Arun Jaitley takes a jibe at bureaucrats

Recently in Atal Bihari Memorial Lecture, our finance minister Arun Jaitley stated that it is the politicians who are accountable and not the technocrats. But the question arises, that is Chidambaram not accountable for the NPAs that exist in the economy ? Is PM Modi not accountable for Nirav Modi'd escape? While the bureaucracy is to accomodate the finance minister, PM, and so on, where is the accountability?
