Why is the NCLT heaped up with all 1,198 NPA cases?

1,198 cases have been registered so far with the NPAs, out of which mere 52 cases have been solved and we are counting for more NPA cases coming up. The question is where is this going to lead and where is it going to end? Why is the NPA not considered to be a crime in our country? With NCLT being clogged with so many NPA cases already, does the government have a backup plan and do we have a recovery mechanism?
