Is London a haven for economic offenders?

While the United Kingdom has been reluctant on extraditing the economic offenders like Vijay Mallya, Nirav Modi, Lalit Modi and so on and so forth, but when it comes to the other Indian migrants who have been staying there, the country wants them to be deported back here. What is with this double standard of the country?
