Average Indian saves more than the average American

While the average Indian may be earning far lesser than what an average American may be making, it is the common man of India that saves at least 8 percent more than an average American. And this Indian goes and puts this money into the National Savings Fund Scheme. But how does the government return this favour? It uses this money to invest in a bankirupt company like Air India which is precisely what one may call dumping the money of the average Indian. How is it fair?
