Did PM Modi object to Kerala aid of Rs.700 crore?

The government of UAE tried to help Kerala by proposing to offer ₹700 crore as relief aid but it was denied by the government of India. Kerala gravely needed relief aid. But today is the NDA government still sufficient enough to not take the aid and if is why is it only mere amount as an aid to Kerala government was provided?
