Did you know governments do not have a balance sheet?

It is strange that the government who is accountable of every single penny spent of the citizens, does not maintain a balance sheet or an Assets register which is why it doesn't have knowledge of its own assets, liabilities, creditors and debtors. So how is it that we the citizens of India are supposed to know about the misdeeds and mismanagement of the government?
