Utah emergency alerts easy to issue

After Hawaii's emergency alert system caused problems over the weekend, KSL asked Joe Daugherty to give us the step by step process of how alerts are sent out in the Beehive State.  Daugherty doubts the same problem would happen due to how they've set up the alert system.
