When Connecticut Gov. Dannel P. Malloy announced this week that state income tax revenue jumped $900 million more than expected, some thought the financially-strapped state had won Powerball. But not so fast, says state Comptroller Kevin Lembo. In an interview with Dan Lovallo and Brad Davis, Lembo talked about the meaning of the money and why most of it will go into the state's rainy day fund.
