The chairman of the public inquiry into the RHI scandal has expressed surprise that officials in one Stormont department were promoting the disastrous scheme months after officials in another Stormont department had started trying to rein in the scheme. On Wednesday, Junior QC Donal Lunny was taking the inquiry panel through part of a witness statement from the permanent secretary of Stormont's agriculture department, Noel Lavery. From yesterday's sitting - we now understand consultancy firm CEPA - was paid £100,000 to advise Stormont on RHI, and they advised - tiered tariffs were not needed.
