State Rep. Tony Guerrera, co-chair of the Connecticut legislature's transportation committee and advocate for tolls, says voting for the Democrat's budget proposal would include a vote for tolls. That's if the budget includes Gov. Malloy's proposal for a quasi-government transportation agency. The agency would have the power to add tolls to Connecticut roads. Rep.
