Leaked Tory manifesto - will wealthy OAPs lose their winter fuel allowance?

It seems better-off pensioners could be hit in the pocket if the Conservatives win the General Election. The Tories launch their manifesto today, with the party well ahead in the polls. Widely leaked contents include winter fuel payments being means tested instead of paid to all older people no matter how rich they are. And the better off could also have to pay for social care at home out of the value of their properties. So is this a big moment in policy for older people?
