"An explosion, like nothing before to hit this town" -- that's how the arrival of so-called legal highs in Stoke-on-Trent has been described by one of the city's leading addiction charities. A law passed in May made it illegal to produce or sell new psychoactive substances -- with 24 people arrested in Staffordshire since then.
