What is the "shy voter" phenomenon?

In most presidential elections in Utah we see a lot of campaign signs in people's yards as they very publicly back a candidate. That hasn't been the case this year, and some are calling it the "shy voter" phenomenon. The director of the Hinckley Institute of Politics Jason Perry joined Brian and Amanda on Utah's Morning News to talk about this unusual election.
