Is a council’s call for a boycott on the Sun a contravention of Human Rights law?

On yesterday's programme we talked about a motion from Derry and Strabane Disctrict Council calling on newsagents to stop selling the Sun newspaper. One of the contributors in the discussion suggested that this might contravene the Human Rights Act.
