Should motorists who drive too close to cyclists be charged with careless driving?

Westmidlands Police in England have become the first force in the UK to crack down on drivers who don't leave enough room when overtaking cyclists. Road safety rules stipulate motorists should give cyclists at least the same space as their vehicles when overtaking - a minimum of 1.5 metres. Anyone not doing so runs the risk of being prosecuted.
