Street drinking - should law be changed so police and council officers can confiscate alcohol?

Change the law urgently so that the police and council officers can confiscate alcohol from street drinkers. The Belfast Telegraph is reporting that's what belfast city centre manager Andrew Irvine is calling for. But would it work? What would happen if the police try and take a bottle of booze off someone who is already drunk? Is it then a case of arrest?
