Should the NHS give priority to certain treatments over others?

Who do you think has a greater right to scarce NHS resources: a smoker addicted to nicotine, or a couple who desperately want a baby but can't conceive without medical intervention? Some areas of England have pulled the plug on IVF because of a lack of funding. But people do receive patches for nicotine addiction - or treatment for diabetes brought on by obesity. So - should the NHS give priority to certain treatments over others? And put those who don't put their own health at risk - ahead of those who have a health issue that is out of their control - like fertility problems?
