Stormont Minister wants to licence loyalist and republican bonfires. But could it work?

Last week the Nolan show interviewed Environment Minister Mark H Durkan after he said he wants to licence bonfires. Mr Durkan said that he would prefer a total ban, but had to be sensitive to cultural needs. However, a local academic says licencing will only make matters worse.
