Was it right to publish Queen 'Nazi salute' pic?

On Saturday the front page of the Sun newspaper featured a striking image of the Queen and the Queen Mother apparently giving a jokey Nazi salute. The Sun says the footage was taken in 1933 - at a time when "no-one knew what Adolf Hitler was capable of". The Queen herself was around 6 years old at the time

The Palace has responded saying its deeply disappointed "that a film, shot eight decades ago and apparently from HM's personal family archive, has been obtained and exploited in this manner."

But should a picture like this be published now?
