Should we fine people who don't recycle enough?

Would you welcome a fine for those of us who DON'T recycle enough? New European parliament proposals would increase the amount we recycle to 70%. But with a possible fine for the UK if we don't hit our targets - should fines be passed onto households who don't clean up their act?
