Let your dogs run free? Or should leads be the rule in parks?

Should all dogs be allowed to run free in parks - or should they be kept on a lead? Belfast City Council is consulting the public on whether there should be specific times or designated zones for four-legged friends to roam off the lead in the city's parks. Is this a good idea?
