Smith Commission Proposals Welcomed

The Scottish Parliament is to get 20 billion pounds worth of tax powers and control of 2.5 billion pounds worth of Welfare spending.
Former Labour Prime Minister Gordon Brown says the Smith Commission report meets the terms of the referendum vow made by the UK party leaders.
