Speed cameras - a powerful deterrent or a way of making money?

Are speed cameras a powerful deterrent against speed or just a way of making money? The Nolan Show has obtained information from the PSNI about speed cameras in Northern Ireland. There are FOUR fixed speed cameras and one average speed camera in the entire country. The remainder are mobile cameras.
