World Bank freezes aid to Uganda

The World Bank freezes aid to Uganda over new anti-gay laws, but will that change minds - or merely punish innocent people? Jonathan Glennie of Britain's Overseas Development Institute tells World Business Report he's not convinced the move will persuade Uganda to shift its position. He says the decision to withhold the loan should be made on a developmental basis rather than on a political grandstanding basis.
