can people really be homeless in the UK without any access to help which would mean they wouldn't otherwise have to be?

While in Birmingham City Centre this evening I encounter a man claiming to be homeless and shouting for help at the passers by saying that he needs money for food and a night in a hostel because of the cold... It causes me to ponder on the subject of homelessness.
