Japan hints China 'buys off' African leaders

China and Japan have criticised each other's policies in Africa as each country pledges more money for the continent, with Japan accusing China of buying off African leaders with lavish gifts, and China saying Japan tries to use aid as leverage. The BBC's Duncan Bartlett explains.
